[Updated 23,Nov,2021]: Registration under the Ehsaas program has been made easier as per the latest updates. Ehsas has opened 8171 services for enrollment of families under ‘Ehsaas Rashan Riayat’. Senator Dr Sania Nishtar, SAPM, said that ‘’ Based on insights from our recent field visits to 24 small cities, we have opened the 8171 SMS service to facilitate the enrollment of deserving families with limited or no access to the internet.”

What is Ehsas Rashan Program?
The Ehsaas and National Bank of Pakistan have developed a technology-led, targeted subsidy disbursal program. In his television speech, Imran Khan, Prime Minister of Pakistan, has announced a welfare package for the country’s poor people. Under the flagship of Ehsaas, the Ehsaas Rashan Program has been launched countrywide.
According to the Program, a subsidy of one thousand rupees per month for over 20 million families will be provided on ghee, flour, pulses and cooking oil.
Registration method:
Ehsaas Program has created a digital mobile point of sale system in collaboration with NBP. They will serve the deserving people through Kiryana stores and utility stress designated by NBP throughout the country.
People can register online under the program. Ehsaas will open a registration portal next week which will register deserving people. The registered people will be issued Rashan Cards, which will enable them to buy Flour, cooking oil and ghee from the nominated utility stores and Kiryana stores. The Subsidy provided on necessities is 30 %.
Regulation:
The registered Kiryana stores and beneficiaries will go under the verification process to avoid any scam or fraud. The buyers who are eligible to avail of the benefits under the program will undergo two-step verification. i.e.;
- NADRA will verify the eligible person through NIC numbers using mobile numbers
- OTP will be sent to buyers’ phone. The store owner will verify the OTP before selling the subsidized ration to the deserving persons.
The incumbent Government has always strived to serve the people of Pakistan with transparency. The digital platform under Ehsaas Program will help track the subsidy utilization according to every product and geography level. The process will also help deserving people and store owners to become more digitally experts.
Eligibility Criteria:
- Ehsaas Rashan Program design will cover around 20 million families with poverty scores under 39 and income around 31 500 per month. A subsidy of 30 % will be given on Rashan purchase.
- Families registered with Benazir Income Support Program will be included in 20 million beneficiary families.
Let’s wrap it up:
The budget of the Program will be shared by both the federal and provincial governments. The Federal Government and all federal units will share the resources in the ratio of 35:65.
Punjab, KPK, Gilgit Baltistan and AJK government have already agreed to become part of the program. Whereas Balochistan, Sindh and Federal will share of subsidy of 350 Rupees will be given subsidy for each deserving family.
